He was blinded by anger and assumed that Harold was responsible for the attack but immediately reg ained his composure at Benedict’s words.

As Benedict mentioned Harold did not have a direct conflict with Leon and killing Leon would not do hi m any good. All things aside everyone in Springfield City knew about the partnership between Leon an d the Shears so Harold definitely knew that he would be facing the Shears‘ wraith if he killed Leon.
