“Yeah you are right! I’m going to release an order for arrest and arrange for people to track him down
right now!” Mister Orpwood said.
There were often procedures needed for the Dragon Corps to issue orders for arrest or add names to
the criminal list.
Though the Southern Boss worked with criminals before the crimes he committed were not as severe
as the people on the criminal list.
At the very least he did not do anything out of line when he was still the ruler of the underground
community in the southern region.
When he did something bad he did his best to stay behind the scenes and avoid getting overly
involved.
Hence he kept trying to convince criminals to go after Leon but did not go after Leon until much later.
Because of that only the Dragon Corps in the southern region issued an order for arrest targeting the
Southern Boss and the Dragon Corps in the central region did not add the Southern Boss to the
criminal list.
Though the Southern Boss was not included in the criminal list yet Mister Orpwood was helping Alfred
with searching for the Southern Boss. Still he did not give any official orders so far.
However the situation was different at this point.
Now that the Southern Boss took innocent lives the Dragon Corps would have the right to go after him.
So long as the official notice was released most families in the western region would cooperate with
the mission and it would be easier forthem to find the Southern Boss.
As for whether they were going to put the Southern Boss on the criminal list they would have to submit
the crimes the Southern Boss committed to the central Dragon Corps and let them be the judge of it.
“No! Mister Orpwood you can’t release an order for arrest!” Leon shook his head.
“No? Why not?” Mister Orpwood was slightly taken aback.
“First of all I only said that the Southern Boss did this because I detected his true energy in the crime
scene. I don’t have actual proof that he did it. Moreover the Southern Boss made a point to hide his
identity this time. If you issue an order for arrest you would only alarm him” Leon explained.
He knew that the Dragon Corps operated on facts and evidence. Without actual proof it would be
inappropriate forthem to arrest the Southern Boss.
Moreover the Southern Boss made sure that he killed everyone at the scene to prevent his identity
from being noticed.
If the Dragon Corps wanted him the Southern Boss would know that he was exposed. He would have
been more alert and hid better. In the worstcase scenario he might even leave the western region and
head to the northern or eastern region.
If that happened it would only be more challenging for them to find the Southern Boss.
